Empowering Indigenous Voices: Closing Ceremony Celebrates Legal Advocacy Training and Landmark Manual Launch in Paraguay

The closing ceremony of the training and legal capacity-building course for Indigenous legal advocates took place on December 13, 2024, at the Aula Magna Auditorium of the Catholic University Our Lady of the Assumption, Paraguay.

The event marked a significant milestone in empowering Indigenous communities with legal knowledge and tools to defend their rights. The ceremony began with a spiritual moment known as the Tangara, performed by the Mbyá Guaraní singers from the Tarumandymi Community of Luque.

This was followed by a warm welcome from Father Enrique Gaska, SVD, General Coordinator of CONAPI (The National Coordination of Indigenous Pastoral, an organization of the Paraguayan Episcopal Conference), who officially opened the event.

A key highlight of the ceremony was the official launch of the Manual of Legal Procedures for Indigenous Peoples, a vital resource designed to help Indigenous communities and legal advocates navigate legal processes. The manual aims to strengthen legal knowledge and equip Indigenous Peoples with the tools to defend their rights in courts, administrative settings, and other crucial spaces where decisions affecting their communities are made.

The momentous occasion was also marked by the distribution of certificates to participants who successfully completed the course. In an atmosphere of emotion and gratitude, representatives from 15 different Indigenous groups—Aché, Angaité, Avá Guaraní, Ayoreo, Enxet Sur, Guana, Guaraní Ñandéva, Guaraní Occidental, Ishir, Maskoy, Mbyá Guaraní, Nivaclé, Paĩ Tavyterã, Sanapaná, and Qom—received their certificates. They were accompanied by family members and community leaders in a celebration of achievement. The certificates were awarded by the National University of Pilar, in partnership with the Institute for Comparative Studies in Criminal and Social Sciences of Paraguay (INECIP), CONAPI, and with the support of the Spanish Agency for International Development Cooperation (AECID).

A Step Toward Justice: Equipping Indigenous Advocates with Legal Tools

The Training and Capacity-Building Course for Indigenous Legal Advocates was designed to equip Indigenous representatives with essential legal tools to defend their rights. The course, spanning 240 hours, was taught by legal experts, including attorneys Juan Antonio León, Ilsa Rubí Figueredo, Dahiana Alonso, Ananio Benítez, and Dr. Father Enrique Gaska, SVD.

The initiative was developed in response to the lack of access to justice for Indigenous communities, particularly concerning the protection of their land and territories. Administrative and judicial challenges have long contributed to systemic issues such as inadequate healthcare, limited access to culturally appropriate education, and persistent discrimination.

The completion of this course marks a significant step toward empowering Indigenous Peoples to advocate for their rights and push for public policies that recognize and protect their fundamental freedoms.

The event concluded with a shared sense of hope and determination, reaffirming the commitment to strengthening legal advocacy within Indigenous communities. Through this initiative, participants are now better prepared to champion the rights of their people and contribute to a future of justice and equality.
